Home Energy Assistance Program (HEAP)

The Home Energy Assistance Program (HEAP) is a federal grant program that helps income-eligible Long Island residents pay their energy bills. In order to qualify, your household must be at or below New York’s median income level. Use this eligibility tool to see if you qualify for HEAP.

There are two parts to HEAP:

Regular HEAP Qualifications are based on household size and income (you can view the Household Income Limit above). Regular HEAP is closed for the 2023-2024 season. Apply now
Emergency HEAP Qualifications are based on household size and income (you can view the Household Income Limit above) AND customers must have a utility shutoff notice. Emergency HEAP is closed for the 2023-2024 season. To apply contact your local Department of Social Services office (DSS). You may contact your HEAP Local District Contact to apply. Apply now
